Definition by Central Pollution Control Board, New Delhi: E-waste comprises of wastes generated from used electronic devices and household appliances which are not fit for their original intended use and are destined for recovery, recycling or disposal. Such wastes encompasses wide range of electrical and electronic devices such as computers, hand held cellular phones, personal stereos, including large household appliances such as refrigerators, air conditioners etc.

Definition as per WEEE Directive of European Union: Electrical or electronic equipment which is waste including all components, subassemblies and consumables, which are part of the product at the time of discarding.

Definition as per USEPA, USA: Electronic products that are “near” or at the "end of their useful life" are referred to as "e-waste" or "e-scrap.

Some of the components of e-waste contain materials such as lead, cadmium, mercury, polychlorinated bi-phenyls (PCBs), etched chemicals, brominated flame retardants which are hazardous in nature. Therefore e-waste should be handled in an environment-friendly manner to prevent this hazardous material polluting the environment.

E-waste as such is not toxic. However, processing of e-waste to recover valuable materials such as lead, copper and gold is hazardous. Therefore a careful environmentally sound recovery process is required for recycling the e-waste.

E-wastes should not be given to unauthorized vendors / buyers. The respective pollution control boards in different states authorize agencies to collect e-waste from generators. The dealers should have valid consent and authorization. This authorization is given based on the competency of the recycler, infrastructure and other factors as decided by the regulatory authorities.
